Here is a simplistic patent license that would grant third parties the necessary rights in order to use it in free software.
X grants a worldwide, non-exclusive, fully-paid, perpetual, royaltee-free patent license to everyone for any purpose.

As you certainly realise, this isn't going to happen. I am not speaking for any particular company, and certainly not for the one that pays me, but it's clear that no company in today's IT market and today's legal environment could make such a grant. Any RF license is going to come with conditions that protect the IPR owner in certain ways.
