because, in the end, ULA (whichever flavor it is) leads to IPv6-
to-IPv6
NAT.
Only if you think in IPv4 terms.
And telcos, cable companies, and my grandmother often think in IPv6
terms.
Itojun is most likely right. Most people (and large corporations)
tend to go with what they're familiar with.
