Is this some kind of DoS attack?

Since all the services and tools on tools.ietf.org are written and
provided for free by volunteers, why don't YOU donate a little bit
of your own time to make things better, rather than trying to
upbraid and berate those of us who DOES something, as if you were
trying to make us feel bad enough that we won't ever contribute a
tool or service again???
