TCP can fill a big pipe as long as the RTT isn't high and the packet loss rate is near zero.

Some good treatment of the limitations and capabilities of TCP over high bandwidth-delay product paths can be found in RFC 2488. That document concentrates on satellite paths (i.e. high delay, modest bandwidth) but many of its conclusions and suggestions are equally applicable to high-capacity terrestrial paths (i.e. modest delay, high bandwidth).
