Can folks who want a working group explain what technical work is needed for the 
current specification?

What deficiencies need to be remedied and what enhancements need to be made?

Please explain these requirements in terms of community need as indicated by 
those who will use the output.

I suspect that the closer your responses are to text that should be in a 
charter, the more helpful it will be for justifying a working group.
