[EAI] Approval of our documents

I'm not sure everyone noticed....

as of July 18, 2008, the IESG has approved the smtpext and utf8headers 
documents, thus formally finishing the "core documents" (DSN was 
approved on July 3).

They are now in the RFC Editor's queue, and will hopefully be published 
shortly.
