[IMRG] any tool to detect an estimate impact of a traffic-shaper

Did any one know of any technique or papers or tools or etc. that can be
used to detect a traffic-shaper and estimate the impact in performance?

I have some ideas using indirect evidence with historical path
characterization but there are so many variables that I'm not even sure
how it can be done.
