[Int-area] draft-shen-udp-traceroute-ext

Traceroute is a tool widely used in the diagnosis of network problems.
Majority of the traceroute tools are implemented by sending out UDP
probe messages and receiving ICMP messages.

We propose an extension for UDP traceroute messages to optionally
include authentication signature, and an Information-Request TLV so as
to request the desired information from the traceroute receivers.
