[RW] This is an intentional change. Operators that relied on default
behavior tend not to want to impose a limit to the number of computers
working behind a cable modem. Operators that want to restrict the number
of computers tend to use the DOCSIS configuration file to set the number
of computers (aka CPEs) explicitly. Hence the default value of this
