[ippm] Application Performance Metrics

bmwg and ippm folks,

Alan Clark prepared an initial proposal for a
BoF on Application Performance Metrics in the IETF.
I helped expand it a bit and addressed the initial
feed-back. The current text of the proposal is here:

In one sentence, the summary and scope currently is:
Examination of a perceived gap in the development of performance metrics
for application-layer protocols that can be used to characterize traffic
on live networks.
