One clarification and a question:

These are actually comments on draft-morton-ippm-delay-var-as-03.

Since most of your comments sought enhancements or improvements
to the draft, I suspect that your answer to the question "whether
this should be a WG item or not" is "yes", but could you give the
answer yourself?
