In order to move forward: I suggest that Barry writes a -00 draft (including
a definition of "this") before Hiroshima.  3-4 people showing interest should
be sufficient to review it.  In Hiroshima, we can discuss the draft further,
afterwards we can decide on the mailing list and with the AD to pick it up
as a WG item or not.

Barry, can you produce something before Hiroshima?
