[ippm] Metric validation: new version of draft-geib-ippm-metrictest-01

the reviewed draft -01 is available under

http://www.ietf.org/id/draft-geib-ippm-metrictest-01.txt

First inputs of Al Morton's draft has been added. More may come, 
to this regard the document isn't complete.

What it is offering now is a metric implementation procedure:

- compliance test single implementation against specification
- statistical compliance test for precision of a single implementation 
- statistical compliance test for precision of multiple implementations

- Statistical test success criterion: document 95% confidence
  interval of the smallest precision, where this test was passed.

No quantified minimum precision is required to be standards compliant.

Abstract:
This document specifies tests to determine if multiple, independent,
and interoperable implementations of a metrics specification document
are at hand so that the metrics specification can be advanced to an
Internet standard.  Results of different IPPM implementations can be
compared if they measure under the same underlying network
conditions.  Results are compared using state of the art statistical
methods.
