I believe draft-josefsson-ipr-notices-00 discuss copyright notices
only.

Right.  That's why I suggest that a "IETF source code license" may be
a poor idea, especially if that would preclude the ability of
including BSD/GPL code in RFCs.  Source code in RFCs are useful.
