Yes, that was also my impression.  But this should be
pointed out where authors can't miss it - especially
if earlier related (but different) contributions were
published with an IPR statement.  

E.g. if an I-D is renamed, modified, and later published
as RFC it's not more as obvious as it should be on the
IPR pages.  There should be a link to the IPR statement
in the RFC if that is possible.
