Below is the announcement of the revision of the outbound rights document.
I have attempted to reflect accurately the WG consensus as reported 
by the chairs.

If have made mistakes, please let me know.

I have also tried to clean up the wording, in accordance with the 
discussion at the meeting and on list.  Again, if I messed up, please 
say so.  If I got the wording wrong, suggested alternative wording 
would be appreciated.
