Below is the announcement of the revision of the outbound rights document.
I have attempted to reflect accurately the WG consensus as reported by the chairs.


If have made mistakes, please let me know.

I have also tried to clean up the wording, in accordance with the discussion at the meeting and on list. Again, if I messed up, please say so. If I got the wording wrong, suggested alternative wording would be appreciated.

The IASA is resposible for managing intellectual property rights on
   behalf of the IETF.  This includes the license to copy, implement and
   otherwise use IETF contributions, among them Internet-Drafts and
   RFCs.  The IASA accepts direction from the IETF regarding the rights
   to be granted.  This document describes the desires of the IETF
   regarding outbound rights to be granted in IETF contributions.
