I'm pretty happy with this version.

One minor substantive comment:

6.3. Rights Granted for Implementing based on IETF Contributions
...

Additionally, the Trustees of the IETF Trust should define a textually representation to be included in an IETF contribution to indicate that a portion of the document is considered by the authors (and later the working group, and upon approval the IETF) to be code, and to be subject to the permissions granted to use code.

I think this needs to be "optionally included", to be completely clear about the intention.

Nits:

1.  Introduction

Under the current operational and administrative structures, IETF
intellectual property rights are vested in the IETF trust
administered by a board of trustees made up of the members of the
IASA [RFC4371].

That should be IAOC. IASA potentially includes other people too.

3.  When This Document Takes Effect



This blank section isn't needed; the topic is covered later in the document.
