My understanding has been that a WGLC is the final review, as far as the WG goes. Will there be other revisions of this document the WG cannot review? This seems surprising to me.
The WG can always review, of course - just as it can review changes made during IETF Last Call or IESG Review. I'd personally be pretty unhappy if there isn't a final review by counsel, however.
