there was a million tons of *discussion*, but not an iota of 
*consensus*, for granting more rights in the text.

Note for the nitpickers - under some interpretations, the right to quote 
given in the current regime (any chunk, any size, with attribution) is 
more liberal than what was granted in pre-5378 days. But I believe this 
is a case of "the documents now say what most people thought they were 
saying before".
