There was not enough support for draft-ietf-ipsecme-oob-pubkey for us to say that there is WG consensus on the document. Only three people even commented: Michael Richardson, Yang Cui, and Tony Putman.

The document authors (who did a lot of hard work) should strongly consider resubmitting the document again using a non-WG file name and taking it to the Security Area Directors as an individual submission. I believe that it should become a standard, despite with the barely-visible support of this WG.
