Whatever the IETF decides, implementers are free to implement what they want and network managers are free to deploy what they want the way they want.
Ie, devices that may or may not implement DHCPv6.
Some devices that  have DHCPv6 implemented could be configured to ignore completely the M bit and do what they have been told to do through other configuration means.
In some cases, they will ignore M=1 and just do manual config for exemple, in others they will try DHCPv6 even if M=0.
