[IRTF-Announce] periodic Research Group reports

We're trying something new.  IRTF Research Groups will be making status 
reports roughly three times per year that will be forwarded to this list. 
See subsequent messages for the first few.  For more information on an RG, 
see the charter page at http://www.irtf.org or the RG's home page (listed 
on the charter page).
