[Isis-wg] Support of "IP External Reachability Information" TLV in L1 LSP

Based on few mails exchanged in the last month ( related to domain-wide
prefix distribution draft ), I understand that though RFC 1195 prohibits

"IP External Reachability Information" TLV in L1 LSPs but in the REAL
WORLD, this TLV is used in L1 LSPs. If there are two vendor
implementations
in L1 area, one which supports this and one which is strictly RFC 1195
compliant,
it may cause routing loops in presence of external routes. In my
opinion, this is
an interoperability issue  ( even if domain wide prefix distribution is
not
implemented ) and if would be desirable to document this somewhere in
the  main specification.
I will appreciate your comments.
