I think #4 & #5 could make a section that talks about impact and
recommendations of using session based security to SNMP, I think this
should be in broader spec (may be applicatability document).

#5: Should the SSHSM document include a discussion of ways SNMP could be
extended to better support management/monitoring needs when a network is
running just fine, or can this be covered in the TMSM document, or in an
applicability document?
