It was heavily discussed in Dublin and on the mailing list prior to

It is a SSH specific thing.  It does not relate to every possible TM and
thus doesn't belong in TMSM.  For example, the DTLS draft I've placed in
the repository doesn't make use of the convention.  It's specific to the
SSHTM's address TC.
