That doesn't necessarily follow.
If it's only ever going to apply to SSH (and not to any other possible TM),
then I'd agree - this belongs in the SSH draft (and nowhere else).
But if a similar situation could potentially arise in some other TMs,
then it's worth briefly covering the basic principles in TMSM (while
mentioning that this may not be relevant to all TMs)
The detailed syntax of how (and whether) a particular TM
can specify this information obviously belongs in the specs
for that individual TM. But if it's likely to arise in more than
one TM, then it doesn't feel unreasonable to prepare the ground
in the overview document.
