It may be.  But the TMSM doc is relevant to them all.  It's a design
decision to be made per-transport.  And it greatly depends on the
architecture of the transport address.

Now, on the other hand asymmetric identities is something that is likely
to be common to most modern transports (including DTLS, but the details
are quite different).  Talking about that aspect generically certainly
could go into the TSMS draft if we wanted to slow things down even
further.  I, personally, think the draft is good enough for a proposed
standard as is and we can decide to fluff it up further for draft status
if it's needed.
