Update to draft-ietf-l3vpn-ppvpn-mcast-reqts

Hi folks,

I just posted version -04 of the draft.
(http://tools.ietf.org/wg/l3vpn/draft-ietf-l3vpn-ppvpn-mcast-reqts/
should soon provide you a nice HTML diff).

It is not meant to be a definitive version: a few things are still
discussed, and the requirement summary needs to be updated (or removed,
depending on how people feel).

So this is just so that people can read an updated revision and can
avoid repeating comments/corrections/nits already made.
