Discoverable MVPN Configuration with BGP Auto-Discovery

l3vpn session in Stockholm:

This work is motivated by real multi-vendor non-interoperability  
issues experienced in lab that were raised at the last l3vpn session  
in San Francisco. The authors are interested in comments and feedback,  
especially with respect to open issues:

* Should BGP attributes be used instead of size-constrained BGP  
extended communities?
* Should configuration TLVs be used instead of static configuration  
bitfields? (e.g., like in RFC 5561 "LDP Capabilities")
* How should PE's that do not advertise MVPN auto-discovery routes be  
handled? (e.g., S-PMSI only configurations)
