The size of the document does not change the fact that section 3 of the document is completely outside the scope of MPLS WG. That is precisely why I proposed to remove section 3 from the document, and progress the revised document in MPLS WG.
The discussion is not about whether or not there is a L3VPN component to it.
The general procedures are very close for both L3 and non-L3 procedures, so its seems to make sense to keep this one draft.
