What I'm not getting is why a registry separate from the one we already
have for TLS compression schemes is needed. The table already exists:
http://www.iana.org/assignments/comp-meth-ids
All we need to do is add a column for an identifier name (as opposed to
identifier value) and we should be good to go.
The advantage of doing it this way is that every time someone adds a
compression scheme to TLS it's available for use as a compression layer,
and vice versa.
