I lean toward the latter, as we are talking about a modifier to an object, not additional metadata that will get out of sync. For example, your server crashes. Now you have hanging language tags or descriptions without languages.

Chris has commented that a human readable description for a stored 
search should have a language tag associated with it. He argues that it 
is important for /public searches.

I can see 2 ways of fixing the problem:

1). Define another subtree of annotations, e.g.

  /public/filters/languages/<filter_name>

that would contain language tags for corresponding
  /public/filters/descriptions/<filter_name>

values.

2).Extend format of /public/filters/descriptions/<filter_name> to 
contain language tag, e.g. <langtag>";"<description>

Comments?

At the moment I am leaning toward doing the former.
