Correct, the consensus process of the W3C gives a chance to
organizations and individuals that are part of the Web community to
weight in on the content of the HTML specification.

In addition, I would note that it seems that this registration request
is premature and unstable, given the ongoing discussion within the HTML
Working Group, as pointed out by Julian Reschtke.
