The problem is the address range for the RLOCs is every possible IP address
(caveat, of course, special address spaces)

And the address range for the EIDs is exactly the same.

EIDs must be globally unique only in the EID-space.

RLOCS must be globally unique only in the DFZ (which is equivalent to the RLOC-space)

There are, of course, exceptions to this simple understanding.  That happens
when you try to send packets from EID-space into RLOC-space and visa versa.

At that point, then the address must, of course, be globally unique in both spaces.


Maybe we could call it "inner space" and "outer space".  :-)
