So, rather than trying to guess, just mark the bit as reserved (must be 0 on transmission and ignored on reception.) Then, if we decide to use it for something specific later, we can. And if we don't use it for that, then it is available for some other use.

From what I've heard so far, this seems like the best choice. After we've run some experiments and have better understanding of the problems that we run into with locator liveness, etc. we will be in a better position to know how/if this sort of hint could be useful in practice. If we reserve the field for now, we can use it for whatever makes sense when we know more.
