There is a 'changes from RFC 4646' section. Given material changes
from RFC 4646 are supposed to be small, but potentially very relevant
for implementing software, I think this section should be much more
precise.

This is fine, but:

1) it should not say that RFC 4647 is a precursor of this document, and
2) it should not say that Michael was the Language Subtag Reviewer
   since RFC 1766, because there was no Language Subtag Reviewer at
   that time.
