The capacity is not so large as it looks. Every 4-letter code has a corresponding 3-digit code, so the absolute limit is 1000 scripts

Seen in that light, the percentage of total ISO 15924 code space allocated to private use (5.0 percent) compares well to ISO 639 (2.9 percent), ISO 3166 (6.2 percent), and ISO 10646 (12.3 percent). This is much better than 50 out of 456,976 possible 4-letter code elements, or 0.00011 percent.

We still can't unilaterally carve out an area of the ISO 15924 code space for our own purposes.

I'd be tempted to write an RFC for the t- extension myself, as convinced as I am that that's the path we should be taking, but I'd have to set up and moderate a discussion mailing list and I have no time for that.
