It was announced by David Conrad, director of IANA, at the APRICOT
conference in Perth in january 2006 and confirmed more recently by a
private email from Kim Davies, IANA.

You can email them if you want to check:

I disagree: most registries have no format specification at all, the
RFC is silent about it. I believe that the LTR is an exception, not
the rule, since its authoritative RFC mandates a registry format.
