My personal opinion is that the HTTP mechanisms are best, because already widely implemented. In addition to the two mechanisms mentioned (HEAD, If-Modified-Since), there are also Etags (hash values that can be used to check for changes) and I seem to remember that there is also some diff mechanism (I guess from WebDAV, Lisa?).
