Quite so. But people *do* deviate from the rules, so a little
additional disambiguation doesn't hurt. One approach would be
to follow "Ainu (Japan)" more closely and go with "Gaelic (Scotland)".
But this is a matter for the 639 RA/JAC and not for us.
