Hi - As a technical contributor, I object to special-casing the archival requirements. *All* changes, regardless of source, should be archived, in my opinion. However, I do agree that creating registration forms for ISO-trigged changes does seem a bit like busy work. If folks thing that ISO changes are so frequent that this busy work is truly onerous, I think IANA could satisfy the spirit of the requirement by simply archiving the relevant email message in those cases.
