Where "shouldn't" means "shouldn't unless you have a good reason". For example, wide swaths of IT continue to use "iw" because Java does, and Java continues to use it because it would break wide swaths of IT if it changed.

Yes; but it's also the case that we tell people (at least, in the current draft) that they SHOULD not ever generate deprecated tags. So, *can* be used, and can always be validated, but *shouldn't* be used to tag content.
