I'm glad this got resolved.  I think it would have been silly to 
normalize extension subtags to look like this:

en-a-AT-Last-MY-Very-own-extended-Code

or private-use subtags like this:

es-x-Esto-ES-Para-MI-uso-privado

for a slight gain in efficiency *when normalizing capitalization* -- not 
while generating, or matching, or falling back, or anything important.
