That would have the effect of requiring the Latn subtag with 'fonipa', which I don't think is necessarily appropriate. What you really kind of mean is "fonipa has a Suppress-Script of *"... in the same way that a sign language subtag doesn't have much meaning with a script (sign writing aside).
