For the record, I have no opinion on this matter, since my understanding of the capitalized RFC 2119 keyword "MAY" does not agree with other WG members. I thought it referred only to that which processes were permitted, but not required, to do, but it turns out that it is also acceptable for stating simple possibility as well.
