[manet] OLSR 11 implementation for win2k

Hi all,

One of our students has developed an independent OLSR v11 implementation
for windows 2000.

Source code and binaries are available at our group's website:

http://www.grc.upv.es/software/index.html

(It is not definitely a 1.0 version but closer to a 0.2)
