In the new millenium, "framework" is a derogatory term (isn't it?).
I reckon it would be better to position such an effort as a hybridized
or parameterized protocol, which activates perhaps somewhat
different "strategies" (i.e., protocol messages) depending on the
recent state of the network -- or alternatively based on application
requirements.

Mobility ==> inaccuracy, to a very large extent.  Some approaches
use velocity information to place a bound on the inaccuracy, but
these have had variable success.  So I don't think we can achieve
the goal of enabling nodes to have complete "confidence".  But we
can devise strategies so that nodes can recover from error conditions.

I think we know enough to start pursuing this goal, but on the
other hand such an effort should be managed very carefully
so that we do not impede progress towards achieving our
current charter items.
