[manet] FW: New Version Notification for draft-cole-manet-report-mib-01

Just updated the Report-MIB.  Some significant changes were made based up a discovery of a related capability within the RMON2 usrHistory Group.  Thanks to Andy Bierman and Bert Wijnen for pointing this out.  The usrHistory Group allows for the bulk collection of raw object values stored in 'buckets' with other values all associated with a  same time sample point.  These buckets are collected into reports which can then be retrieved in bulk from the remote device.

So now the Report-MIB has the ability to generate a) statistical reports and b) raw history reports.  Compliance groups allow for implementations of either or of both.

Also cleaned up the MIB somewhat.  Should be more clear in its capabilities.

Abstract:
This memo defines a portion of the Management Information Base (MIB)
for use with network management protocols in the Internet community.
In particular, it describes objects for configuring autonomous report
generation on any device that supports MIBs containing counter and
gauge objects for performance monitoring.  This allows a management
station to instruct a device to build off-line reports to be
collected asynchronously by the management station.
