Bother, I missed this one, both them and now.
That requires some thought. Thanks to Teco for pointing this out.
This was not the intent of course, I think this got put in in the
various editing to pass reviews and was badly specified.

Packet sequence numbers should be interface specific I think. It doesn't make
sense to make them node specific.
Unfortunately Teco is right, we specified them differently in packetbb:
o The <pkt-seq-num> field, if present, contains a sequence number
that is incremented by 1 for each packet generated by a node. The
sequence number after 65535 is 0. In other words, the sequence
number "wraps" in the usual way.
