Unless I recall a really good reason for it being as it is in 5444, then I agree with Chris. We talked earlier today and couldn't recall any justifications, so it might just have slipped through the editing cracks (drat!).
Give me a couple of days after this IETF to dig through my archives of notes - failing any discoveries, we issue an errata?
